Loiterer in the pedestrian overpass. The City of Thunder Bay needs to do something about this. There are always people loitering in this city facility. Loiterers cause damage. Loiterers create a mess. Loiterers make people who use the overpass uncomfortable.
I avoid the thing as much as possible. If someone is in there, I do not use it.
How can someone sit on this? Disgusting.
