I think I finally figured out the reason why discarded clothing is found laying around the city. The client of one of the ‘unhoused/addicted/mentally-ill’ industrial complex non-profits is given a new piece of clothing. The one the client is wearing is dirty. Sooo the clint puts on the clean piece of clothing and dumps the dirty one.
Why do laundry when you can just get clean ones for free? I believe that this is why this pair of jeans is laying here. The person changed into a clean pair of pants. Left the dirty ones here.
I have seen a lot of clothing lying on the floor of the portable toilets. T believe that is why.
