Traffic lights going up at the Court Street/Park Avenue intersection.   Because of the work, the intersection was closed to traffic.   What I see a lot in this city is that closures like this remain in place even when there is no work going on.  No work was taking place over night.  Why could the intersection not be open to traffic when work was not taking place?

I see zero reason why this intersection was closed overnight.  None.

Why?  Blowing dust around with a leaf blower.

This should not be allowed to happen in the City of Thunder Bay.   For some reason, the City of Thunder Bay does not give a damn about the health of its citizens.  Dust, no matter the source is harmful to people who breath.

This could easily be avoided by requiring that the surface be wet to lower the dust level.  Then, no leaf blowers.  Brooms.  Brushes.

Dust suppression must be included in every construction contract. It must also be written into a bylaw.

You can tell that this work is being done by a private contractor.  Flag persons being used to keep one lane of traffic open. If this work was being done by city crews, the entire street would have been closed to traffic.   No through traffic at all.  I have not seen the City of Thunder Bay use flag persons in many, many years.  Its just easier for our high salaried residents of City Hall to close streets.  No traffic worries.

They do not care about the people of Thunder Bay.  Same as dust suppression.  They do not care.
