I am sure there is a story here.
This is one of my most ardent complaints about construction projects in the city. Its the dust created when the contractor cuts concrete or asphalt. In this case, its the paving bricks being laid along Red River Road but I have seen it on all city road contracts.
The contractor is not obligated to minimize the amount of dust the work creates. No obligation to control the dust. No obligation to suppress the dust. This can easily be remedied by adding a simple statement in the contract specifying a dust suppression plan. The goal is to minimize dust everywhere. Eliminate it wherever possible. Dust suppression needs to be taken seriously. People and businesses in the city have to deal with a health issue that can easily be avoided.
Its extremely frustrating. Yes, contractors do not like it. Yes, it may cost more money. I think the public needs to demand this.
Drinking in parks is legal in Thunder Bay. I have never seen the police stop anyone from consuming alcoholic beverages in public anywhere, let alone city parks.
