Drinking alcoholic beverages in public is legal in the city. Its all part of the ‘harm reduction’ strategy being pushed by the various organizations that suckle on the public teat. I call them Industrial Complexes. They have become industries that is totally dependent on the exitance of a permanent population of unhoused and addicts.
I think it was hit by a car.
