Looks like someone got some free food and left the trash behind. There are trash cans across the street but that is too far for the city many POSs.

The leaves are not the only colour you will find in a city park. There is always trash and, as in this case, discarded clothing. Hey, the clothes are handed out for free. They have become disposable articles.
