Well you see, if someone has no income, they have no money. Homes cost money. If you are not prepared to contribute financially towards having a home, then you will not have a home.
Lets be hones here. Who in the hell wants people who refuse to work living in their naeighbourhoods anyway. Most if not all DSSAB properties are shitholes. Low rent neighbourhoods end up being crime ridden shitholes.
Why? Because if you are given things for free, they have no value. If you see things as an apartment, clothing and food as having no value, then you will not make any effort to maintain properties or discard perfectly good food and clothing all over the city.
