I see another camper set up in the pavilion
The benefit of the pavilion is it gives you access to unlimited free electricity.
This camper has his/her/? shopping cart. Not illegal to steal a shopping cart. In fact, people that are part of the ‘unhoused/addicted/mentally-ill’ community are allowed to take whatever they want from anywhere they want with no penalty.
Even shoplifting does not result in charges.
