They produce dust because they don’t give a shit about the public. They don’t give a shit about the residents down wind. The City of Thunder Bay could require contractors to suppress dust but the City of Thunder Bay does not give a shit about the public or the nearby residents.
A little water could eliminate the problem entirely but that would require giving a shit. In Thunder Bay, when it comes to construction, shits are not given.
