Freshco carts are supposed to have some sort of mechanism that locks a wheel when they are taken off of the lot. That does not appear to be much of a deterrent. If its a choice between carrying groceries or pushing and dragging a shopping cart with one wheeled locked across several blocks, the cart dragging always wins.
