Its got a hole in it so I guess its trash to some people. I think that this person could have donated it to one of their favourite unhoused community encampments. If you have any junk laying around your yard or house, just haul it down to one of your local encampments. Closer than the landfill site and much, much cheaper. Its not “dumping” its “donating”.
