Looks like sperm with sparkles. There might be a story behind this. Might be glue left over from some cultural event in Marina Park. Still, it could be sperm.

This city has two groups battling it out for dominance. There are the people who keep trying to make the city clean, green and beautiful and then there rae the people who do everything in their power to make this city filthy, rusty and rotten and ugly. Right now, the latter group is winning.
Spray paint does not come off of stone and brick. Maybe sandblasting. What’s the point because the wall will be covered with graffiti again a few days later. The vandals who do these things face zero deterrents. None. No punishment.
They will never stop.
