I am no expert on these things but I am pretty sure that is not right. Hard to sanitize your hands. Maybe the ‘pandemic’ is over?
These are usually further out in the harbour. Boats tie up to them. Must have been dragged in close to shore with the ice.
Some tried to get in there? Seriously?
